Step by step on Chromebook

Downloads land in the Files app under My files → Downloads (which is local storage, not Drive). You can move the finished PDF into Google Drive from there if you want it synced.

What Chromebook can’t do on its own

ChromeOS previews PDFs and lets you annotate lightly in the Gallery app, but it has no way to merge, split or genuinely edit documents. Since you can't install traditional desktop software, browser tools are the practical answer rather than a workaround.
